at the moment I only have 2 TTS microsoft voice. Can that be added more TTS voice? If yes, how?

Cartoon Animator 4 doesn't come with any text to speech voices, it simply uses the voices already installed on your system. By default Windows comes with two or three voices depending on your location and version of Windows. It is possible to buy additional voices but recently the trend has been to use online text to speech services where you generate an audio file. One of the best is Amazon Polly but there are others which offer varying quality.
