Gerry and Smit_R are both right in saying you need to update the iClone Smart Gallery. Once the Wearable Preset Pack was updated things worked correctly. It didn't for me, but there is a hotfix now.

Yes, Updating smart gallery in Iclone 7.9 fixes the loading issue in CC3.4, verified.. btw.. putting s stubble beard on the standard character Jody makes her into Elijah Wood.. creepy

Having the same problem. iClone may be the fix but here's what annoys me.
It's clearly a global issue. Patch it. Not to mention, how many people ALSO have iClone? Not everyone. So there's thousands of people who can't fix this out there.

Read this post. If you read the thread, there are issues anyway. RL just needs to make it work.

Well...somehow mine seemed to have fixed itself. It was not working right on yesterday. But it is working fine today. I can now use the free content. Don't exactly know what happened, but I am happy that it did. :-)

For those still having Smart Hair loading issues you no longer need to use the Hotfix mentioned previously. The "CC3 Embed Hair" pack in the Free Resource area of your CC3 Smart Gallery has been updated to include the Smart Hair content. Just right click the "CC3 Embed Hair" thumbnail and choose Update (as shown below).
