Character Creator- More options to customize characters in multiple design styles
- Easy to import and export characters using a variety of applications with good licensing
- You can buy more sliders and character body shapes but that is expensive
- Assets are expensive. A pack of decent clothing is $99+.
- You can easily change colors and textures of clothing
- There isn't a good variety of free clothing. To get a good library of clothing, it cost hundreds if not thousands of dollars. Also, there isn't a good variety of clothing for various age groups.
- The Smart hair builder system is cool but there aren't enough hairstyles for ethic hair.
- Hair is expensive. It costs $110 for a pack of 5 hairstyles.
- Prices for assets are always increasing even if they are years old.
- Exceedingly difficult to use and has a large learning curve
The Sims 4- It is difficult to import and export characters using different applications and the licensing restricts the usage of the characters
- Changing the clothing and textures of clothing is difficult

Things to consider with the Sims 4: - There doesn't seem to be anything in the way of lip-synching. Sims speak Simlish a form of gibberish that sounds like speech.
- Even though you can export video from the Sims, you would have to find out if it is freely distributable. From a quick check it seems that you need to request permission.
Based on that, it doesn't seem that the Sims is very useful for your purpose. It also has a very distinctive recognizable look, which is hard to change. If you want to look at an alternative you're better off with Muvizu ( https://www.muvizu.com/What-is-Muvizu) which is at least a real animation program. However, I'm a bit hesitant to recommend them because they changed owners a few years ago.

If the cost of CC4& RL content is prohibitive for you there is also Daz studio its content is generally alot cheaper than than Reallusion. The Daz Genesis figures generally look better than the CC4 natives in the joints. and its integration into Blender for animation retargeting and rendering is equal to Blender pipeline tool for iclone, Better in some aspects.

Yep, you should go with the Sims for sure!
It is good for creating characters and playing around with different looks. For commercial work, it is not a viable solution.

If you just want to play around with distinctive character looks and have fun, The Sims 4 is an excellent choice when it actually works.

Thanks for the advice. I already have CC4 and the price of the content is not an issue for me. It is whether I want to pay the price. Even with the Elite Membership, it seems as though I am not getting as good of a discount as I was a year ago. A year ago, I only bought for CTA 4 but the discounts were better. Also, with the new license, the costs of digital assets are crazy. It is cheaper to commission someone to create something custom for you than to pay Reallusion's prices. For example, this single hair is $22.  If you want the extended license, it will cost $66.
