I don't think anyone can give a definitive answer to this.
Maybe a standard laptop can do your job for very light and simple tasks.
Although the system features required for the program are quite low, you will have problems in large projects.
My suggestion is 32gb, 64gb ram if possible and at least 8gb video card.
You can also decide by testing the trial versions on your computer.
I'm talking for iClone. If you are only going to use CC4, I think you can do your job on a standard computer, although rendering may take a long time.
This will be completely proportional to your scene and the intensity of your work.
In addition, if you do not have an SSD disk while rendering in video format, your rendering can increase almost 3-4 times.

Official system requirements for iClone 8;

Official system requirements for Character Creator 4;

My advice is to always buy the best system you can afford.
This will make your job easier in the future.

The laptop should at least have a dedicated GPU (Nvidia preferred), which most standard laptops won't have.

Unless you absolutely need to be mobile, a desktop will always give you a more powerful system than a laptop for the same price.
