I totally i agree, don't do a partial release. Here is why you shouldnt do it:
When cc3 was released it lacked the AE for cc3 characters, the official page for cc3 made no mention of this, i had to look in the forums for that info. Not everyone uses/reads the forums. Also the official pages of every product (not only rl) are mostly written by marketing people and marketing is all about cherry picking truths, half truths and outright lies (usually by omiting key info). Just look at how many posts there were regarding cc3 characters and the AE because the info wasnt available on the product page.
So hold on to your horses and finish the plugin and then release it with the features that were promised. It will certainly make life easier for the forum moderators and you will not piss off your user base

Most likely because the photo either isn't evenly lit or otherwise non-symmetrical. All such head generation programs rely upon a very evenly lit and forward facing person. You can probably fix this by editing the texture in Photoshop after generation.
