I'm new to Iclone and I love Auto blink, but the slowest setting is just too fast. No one blinks that much unless they are irritated. Is it possible to slow offer even less blinking under auto blink. Maybe a quarter to half as much. But one think I have noticed in real life is that peole di blink at the start of most head pivits. I guess sunce the image is blurry, you might as well get in a quick blink.

There are different auto-blink settings. To me "Normal" is, uh well, normal...:)

Was the setting perhaps changed?  For example, there is a 'Nervous" setting, I believe, which would give more blinks.

No. The normal is too fast, and apparently not very random. No one blinks that fast unless it's windy. I've timed this for animations I've done previously. Maybe in a cluster, people might blink that fast, but not constantly.  I literally have dry eyes. I have to take artificial tears per doctor's orders, and I don't blink that much. He measured my tears evaporating in 5 seconds, but I still don't blink every five seconds.

I just pulled up Netflix and went to a random movie. I watched three conversations. Pele tended to only blink when talking or turning their heads. They didn't just stand there blinking forever. In fact there wasn't a single blink in the time I watched where the person wasn't also talking or turning their head. And when they blinked while talking, it was while they were nodding. When you see a person blinking in a movie, it's usually after a long pause. They actually use the blinking to show time has passed or that the person was affected. People don't tick off five blinks in twenty seconds.

It's not a big deal. I can still do it manually, but I was so happy to see auto blink, only to be disappointed. I would set auto blink at ~15 seconds with randomness except for head turns and nods. Just now, I just looked down at my keyboard and then back up. Automatic two blinks. We're visual creatures and we keep our eyes open as much as possible. We take strategic blinks when the image would be useless anyway.

In "C:\Program Files\Reallusion\iClone 6\Program\Default" you have "AutoBlink.ini" file, maybe you can adjust few things there. (didnt try, just a suggestion):
