Greetings. I'm trying to find clothing bases in the online store and cannot. Is there a recommended way to see cloth bases in the online store? 
The top navigation offers Character Creator / Outfits / Base (22) but the bases I need (utility trousers, jacket, vest) are not displayed. 

You have to go to the Marketplace to buy the Reallusion brand Base clothing. The Marketplace only accepts DA Points.
You can buy DA Points in $10, $50 and $100. Here is link to Reallusion Base clothing in Marketplace

Sometimes buying the bases can cost quite a bit from the full package.
If you need a lot of Base and have a chance to get it at a discount, I recommend buying the full package from the content store.
