I am using Windows11 (22000.348) Everything is updated and I have tried reinstalling .NET and the app still isn't working even in compatibility mode. I have even tried replacing xinput1_3.dll still unable to launch...

You should contact Reallusion Customer Support directly about this issue. Quite a few users are running CC and iClone on Windows 11 without any problems.
