Should I need a export licence for content that I buy to use in nvidia omniverse ?

yes, the rule is the same as Export Fbx, you need to purchase an export license to export the DRM contents.

yes, the rule is the same as Export Fbx, you need to purchase an export license to export the DRM contents. 

I have asked and will ask again that a distinction be made between exporting for rendering only and exporting to use the assets for use in games or other3D applications..

That's a valid question. I feel encouraged to buy export licenses for all my RL content now, in the light of reaching the free offer for IC8 and CC4 upgrade.
As for now, i experience this as a good marketing strategy, which is not bad in the first place.

But i also think about how much more value it would mean to me, in opposite to just waiting for the release and spending $200 less, but don't have the content for exporting right now (e.g. into Omniverse).

My thought about this was, that most of my scenery content is non-RL, which means it comes from Sketchfab or Daz3d and some free ressources.
There are some interesting environments in the RL content store though, but they are only mid-res which means a bit of work i guess.

But when it comes to clothes and hair, RL store offers some pretty good stuff.

PS: i want to mention that soft cloth animation and hair physics is not available in Omniverse right now.
Which makes it questionable to buy respective content export licenses only for rendering in Omniverse.

This indeed! How far did you get with that?

I am not exporting to another app say Unreal Engine which Id be ok about, I am only rendering, something that really out be part and parcel of a modern day suite such as Reallusion makes.

This was somewhat addressed by having the basic license, now called "Standard", allowing export capabilities for 3rd party applications.

In another post I saw you still had problems with older content with an "iContent" license.

These should have been upgraded automatically to "Standard" (which was called "Export" at first) but that never happended. If the item is no longer sold, you are out of luck, with RL claiming "well the product is no longer sold, so we can't do anything...". As far as I can see, it's just a simple switch, because the content is still in the user's database and recognized as "iContent", which is controlled by RL obviously.

I don't rant often, but I think the content license conversion was a very messy affair.

I have the same issue -- most of my assets are "iContent".  They are NOT upgraded to Standard automatically.  For most of the packages you can "upgrade" to Standard for a fee.  To see the upgrade price, check your Inventory List (Content).  Make sure you open up the Purchased Date filter enough to see older purchases.  This will show all your content, along with the type of license you own.  For iContent, most packs will have an "Upgrade?" option -- unfortunately, you have to add the item to your cart to see the upgrade price.  If there is no "Upgrade?" option, you are out of luck for that item...

Ive just checked my inventory for the last 5 years, a lot of stuff is indeed iContent with an Upgrade option.

So, I have no choice, if I want to use Reallusion's render solution that they forced, with the deprecation of Iray, I have to pay more money for items they sold me.

What a great business.
