I've installed the setup utility in a new HDRP Unity project (2019.3.0f3 and .0f6 too) and still got the same random issues.
First try I got a green reflection on the skin. fixed thanks to this post: https://forum.reallusion.com/442390/CC3-to-Unity-HDRP-green-or-what-am-I-doing-wrong
But after imported my second character it started with the same old random issues I got before, like not creating the prefab, the materials folder and not linking correctly the textures.
Also the color assigned in the base maps were 191,191,191 instead 255,255,255
The model is set to Generic, the skin is not set correctly, the cloth configuration is wrong too etc. etc..
I'm a bit tired of this. I bought CC3 because 3D is not my "thing" and now I'm triyng to figuring out all this by myself because your plugin doesn't work as it should.
If I can't import the characters properly then I feel like this was a waste of money.
Can you upload an empty HDRP project that worked for you?

I thoroughly agree with you. I bought CC3 because I say that I could purchase XR ready characters, which I have also purchase. But what benefit is it, if you cannot import them into UNITY HDRP properly? Worse yet, it looks like this is a long standing issue they have not bothered to spend any time to fix.This isn't cheap software. If someone from REALLUSION monitors these posts, please flag this issue and tell the developers it needs attention and we need to be given a timeline for when it will be fixed. I have a timeline to meet. It looks like I will not be able to use these characters, which is a costly mistake for me I will not forget.

Same issue as @dragonattackthegame
Have always had issues with CC and Unity and looks like that will continue, it is so frustrating that I have all but given up on Reallusion and Unity as a combination.
2019.3.15f1 (latest version) with a brand new project with ALL default HDRP installation.
Try 3 different characters and all have the same issue with textures and materials not linking up.

On the flip side, as seems typical of these integrations recently, same characters to Unreal 4.25 with the latest autosetup, no problem looks great.
Maybe Unreal just gets more love now days :/

I made a few tests too and there is definitely a few things wrong with the auto setup. Please see attached pictures. One is from Iclone and the other in Unity after transfer. This is using Unity 2019.3.13f1 In HDRP. I am a bit disapointed too. I tested other characters but no one worked as it should. Some of the prefab don't even get the T_pose even if it was imported with the T_pose only.

Ok... i have the same issues with Unity and also very and very disappointing. Yes, we bought CC3 and iClone to create AAA quality characters for our game. However, the results are NOT even close to what you are promising on your landing pages.
Here is example of character in CC3 which we did and you can see how it is looking UGLY in Unity.
Why is that? How to improve that? Otherwise we will need to proceed with a refund.

May you provide a video clip to demonstrate the process from exporting character from CC to importing in Unity?

I had this issue using CC version 3.22.2618.1, Unity 2019.3.11f1 and HDRP 7.3.1

I made a video with new project and installed the setup tool there.
That is what I got the first time (before it get worse)

After changing the RGB value of the base map of all components and setting the diffusion profile of the skin to "skin" it looks like this:

After that I've changed this to smooth the cloths:

And then A Rig Error appears, so I went to the Rig tab Reset and Enforce Tpose, because the mesh was inside the skeleton, as I've shown some time ago.
With that it "fixes" my character but my problem here is that I don't know if more stuff is broken.

In the other hand, when I first tried the new setup tool it worked as I show here (let's say "fine") and after importing 2 characters then from the third one on it don't create the prefab, don't find materials etc.
I'll test that again as soon as I can but right now I've imported a second character and I've noted that in the setup tool importing process it checked for some files of my previous character, is it ok or there is something wrong there?

Later I'll make another fresh project and I'll capture my second import, just in case is there where something breaks. Like I said before, I've seen in the setup tool looking for a previous character file

And In my first try I've updated HDRP to 7.2.1 (I don't have access to 7.3.1) with same result

Edit 3:
Here is a clip of a second import.
Current imported character is "Big Head". At 0:40 you can see how in iteration 2 makes references to "huntress" which is the previously imported character.
If I keep importing character after character as far as I don't change anything, then characters are imported just as first one, not 100% correct but with materials asigned, correct rig, prefab created etc.

Update:
I've tried Unity 2019.3.15f1 +HDRP 7.3.1 and after import some characters I don't have the bigger issue (not finding materials, Generic rig, etc.)
I still need to set manually in all the shaders the color of base map to 255,255,255 because it's set at 191,191,191
Also need to set the Diffusion Profile manually to skin in skin shaders

I am using unity 2019.3.13f1 and the problem is repeatable every time. The conversion is a mess (please see my post above). Have you actually made your tests in HDRP? If it is working fine on your side can you be more specific as which unity version you tested it on?
