Ok, thanks for e1_scheer's help, we finally found the root cause, the reason is an unknown application occupied the port 7001 so Axis Neuron can't stream out the data to MotionLIVE, we changed the port to 7011 then it works.
If anyone has the same issue, you could try to download this tool to find the free port, and set it in MotionLIVE and Axis Neuron, thanks

Thanks for the heads-up first of all. :)

However if you look at the multiple threads on the forum on this subject (dating back 4  months)
it looks like this is a bit of an  outstanding issue.  And for the record, I did contact technical
support more than a week ago. 

So let's see what happens,

Thanks first of all for looking into this. :)
I've updated all the reallusion software to their latest versions :

motion live               v1.02
leapmotion               v1.02
faceware                  v1.02
perception neuron    v1.02

I also manage to stream the neuron data into motionbuilder,
which makes me think the problem is on the iclone side.

did you play in Axis Neuron before connect to motionlive? And what is the version of MotionLIVE and Neuron profile? The newest version should be 1.02, thanks

Hi,

Just checked these settings and the only one that was different 
was the fact that you have the displacement checked.  So I 
changed that so it matched up to your settings, but still no actor
data inside iclone.

I'm running neuron axis pro 3.8.42.8308 and iclone 7.4
