The reason you're not sure whether this is a bug is probably an indicator of the fact that it's been around almost since iClone began, without ever being adequately documented.
It's considered (by Reallusion) to be a feature, not a bug. This makes it possible to alter any skin-texture color, including head, and automatically update the entire character to match the new color.
I've always hated, hated, hated it.
Do you remember the ill-fated Evolver service for generating iClone avatars online? The only good that came of it is that Reallusion inadvertently let slip a secret in the documentation for that site: the global skin-color updates are controlled by a small patch in the upper left-hand corner of the given skin texture file. I think they said it was 10x10 pixels.
You can change the color of any skin texture, until the cows come home, without messing up the rest of the avatar, as long as you leave that small corner unchanged.
Obviously, I agree there ought to be a setting that turns the damn thing off.
