I am sorry, English is not my native language and I have some trouble understanding how the marketplace options work.

If I understand it correctly: 

I can register as a content developer, choose not to provide any payment information, upload content in the marketplace and if people buy it, I will receive DA points as commission.
Now, if I want to cash out these DA points, I will have to apply for "Certified Content Developer", provide payment information (including the necessary W-8 form) and, if my application is accepted, I will be able to cash out the DA points. 

Do I have this right? Or is there another way to earn money (not DA points)?
