The error message indicates an issue with DirectX 9 which is not compatible with iClone 8.

The problem may be that you do not have the correct graphics drivers installed. Try going to the Nvidia website and install the correct graphic drivers for the RTX 4090 and Windows 11.

If you still get errors after that, try uninstalling DirectX 9 as there may be some corrupt files causing the errors.

The error message seems to be for DX9, which is not directly supported, it seems. Regular DX12 is already installed.

However, I found this link: https://www.microsoft.com/en-ie/download/details.aspx?id=8109, which installs addionally components for legacy DX9, which you should not need for iClone, I think.
