Can anyone recommend a developer who can create nice animals/humanoid animals for use with iClone? I've bought most of the animal/humanoid animal packs, and quite honestly, the quality is not there. I'd like to commission someone to make some/purchase from other sources and make them work with iClone.

I've done quite a bit of that starting with Daz models and then customizing them a ton to get a sort of hybrid, both before and after bringing them into CC. The more humanoid the better, for use in iClone, because it's hard to make the facial morphs/blendshapes, etc, as well as being able to use use premade animations and the better animation tools. As best I know, you can really only use the best animation tools (like facial, etc) with a humanoid rig. Truly animal-shaped is very hard - I've been trying with a dragon model, and it's brought me to tears.  So a couple of questions would be how realistic do you want these? (Fur, in iClone is HARD), and how humanoid? Also are they talking?

I'll throw together some images of my giant cat men, when I get home (probably tomorrow). 

Here's a recent one using the dragon I mentioned above. Most of my fight is in Unreal, but trying to get this guy to look like he's talking or doing anything very far from his pre-made animations would be super hard. 

This one shows some of the issues with animating him. Skip to about half way through to just see that part.

My project requires illustrating children's fables. I'm not actually animating anything - I use 3D for illustration/comics. I need a small universe of consistent animal characters that will play well with the same style of human characters and props like vegetation and village scenery.

In terms of the help I'm looking for, that can involve making models from scratch or bringing them in from other platforms. I'm happy to pay for help. 

Can these types of models be brought into iClone?

Honestly ,Iclone is a terrible choice for externally created Four legged creatures.
It is possible to bring a four legged animal as FBX into iclone as a pre-animated “iprop” with limited to Zero option to repose it inside iclone.
 
I have Blender, Autodesk Maya and Maxon Cinema4D.
Most of those animal models on Turbosquid  offer free conversion to other major software  formats (not iclone or CC4 though)

Have you considered migrating you project over to & investing in Cartoon animator?( $109 USD)
The are alot of cartoony styled animals available for CTA.

I have CTA. I don't like the look. I like working with 3D for the posing, camera perspectives, and facial expressions. 

Can they be converted to work in iClone? Can the two-legged ones be rigged as humanoids?

Fair enough,
 if you were only using biped /humanoid Characters in your project then those turbosquid models might be useful but the  entire Iclone /CC4 eco system is based on biped humanoids so those four legged cartoon animals from turbosquid are no going to be posable in iclone even if imported as static “Iprops”

There are too many variables to even make an educated guess.
We see  3DChick seems to have figured out a method with a dragon( of unknown origin) from unreal engine using unreal engine motion data.
however you will have to figure out a way to get  something working with whatever turbosquid model you choose to buy as they all likely have different skeletal structures.
now I noticed the option on turbosquid to convert the model to Unreal engine so you could try to use 3Dchick’s
method.
Obviously if you were willing to migrate your project to Blender it would magnitudes easier to get rigged quadripeds into Blender (as well as Maya) but staying with iclone trying to create a variety of posable quadripeds will be a struggle with very limited chances of success

The examples help a ton! I'll do a little hunting around, too. The ones you showed are rigged which is awesome. Adding bones  and morphs for things like eyeballs isn't impossible; I'm just not a modeler. It helps that you don't need to animate, just pose! That makes it a lot more doable! As Auto Didact says, animating them like I did the dragon is HARD. I would not do it from scratch. That is a dragon I bought on the Unreal Marketplace, and came with premade animations I could just tweak. 

I agree with Auto Didact that Blender is a great option; I just don't know Blender very well, sigh, and I really get wanting to stay in one ecosystem. 

I can't make stuff from scratch, but I'm very happy to bring things in and make them useable for what you want. What kind of timeframe are you on? Like, do just want them as you go, or you want all of the ones you found? Maybe we ought to Zoom or something to get a better sense of if this will work for both of us. Or private email. Mine is nelm2010@gmail.com.

This weekend is terrible, but every day next week except Thursday is open for a Zoom; it's probably both faster and easier than email. I'm Pacific Time, (GMT-7).

I all you need are still poses, just import your rigged FBX and use the animation layer to pose it how you want. You can rotate or move the bones as needed with the gizmo.
