I go into timeline click collect clip then select the range of keyframes save to action menu or save as a motion clip
then I apply it and nothing happens what am I doing wrong? anybody>?

Yes. For example, a wavy blue line for waves, I want to record a bobbing motion. Up, down, several times. Follow all instructions, movement just doeesn't "take" but the new "action" gets recorded, only it doesn't seem to record any key frames.

I was actually hoping to get an answer to this. I guess the answer must be you can't attach actions like that to pops then.

You have to use the prop key editor to key frame the motion. Then, use the Collect Clip.
