the influence of the mesh to this arm-bone needs adjustments with weight painting.
You have to do that in your rigging software

In Your Rigging Software:
One Way is to:
1. Select the vertices of the (UpperArm Bone) and give them 100% weighting value.
The color turns "Red"

2. Select the "Lowerarm Bones" select the vertices and give them 100% weighting.

The area where 2 bones meet.... UpperArm - LowerArm (ELBOW BENDS)
...select all of the vertices (between these bones)...and assign (EACH BONE) 50% weight value. (The color turns YELLOW)
This is a good starting point for (ALL JOINTS).... to properly "Bend" without the mesh collapsing upon itself.
