I came across this on the net and was wondering if crazy talk would be able to do it?

You project the image on the pumpkins with a projector.

Crazytalk can certainly do the same as in the YouTube video. You could quickly do this yourself if you have a good photo of a halloween pumpkin (easy to find with a quick search on Google) or we have a ready made pack that may suit your needs that comes with lots  of extra special effects.
