Hi guys,
I'm new to animation and I'm not sure if Cartoon Animator is the right tool and/or what other tools I need to combine it with.
I'm planning to make some very short 80's style animations (He-Men, Captain Future, Mask, etc.) so more humanoid, realistic characters. 
At first I thought I would start with raster tools like Clip Studio Paint, but then I saw Cartoon Animator 5 videos on YouTube and was fascinated by how easy it is.
Now my question: is it enough to add a vector tool like Inkscape to draw characters and backgrounds etc. or is a PSD tool also required and for what exactly?

Any recommendations for a free psd tool, if needed?

Yes you can use Inkscape to create characters and other assets for CTA. Inkscape doesn't support live editing (where changes made in Inkscape automatically update in CTA5) but you can use the templates in Inkscape and then import the finished characters and other assets directly into CTA5.
