I was wondering what would be the best route to CC4 with Blender if I have a character that has a rig. Should I export to CC4 with a high res mesh or wait until it is in CC4 to change to a high res mesh?

If you are importing a Non-Standard (Humanoid) character then you should import the high res version. Humanoid characters lack a lot of the functionality that is available with Standard CC characters so it is always wise to have the character setup exactly as you want it before import.

Thank you. I have final plans for a character that is a realistic representation but am finding Blender is more refined for modeling but I love Character Creator and iClone for working on animation. This helps a lot.
