Is it better to import hair assets such as those from Daz as accessories rather than hair to keep them from weight mapping to the torso? How do you guys handle custom hair importing?

I personally prefer to weight hair vertices 100% to the head bone.
This is regardless whether hair is long, short, imported or original.
If hair is long then physics weight map should be created accordingly to handle body penetrations (not skin weights).

Whenever I try to change the skin weights it meddles up the hair mesh.

You have to do it in Selection mode. That is select all vertices (Ignore Backfaces  - off), select a Head bone and assign a value of 1 in Quick Replace.
For dense hair it takes very long time to process.
