If you want to make 3D cartoon animation then iClone is the place to start (Cartoon Animator 5 is perfect for 2D cartoon animation).

You can just use iClone if you plan to use the included characters and animations or those purchased from the Content Stores. If you want to create your own then adding Character Creator 4 will be the way to go as this gives you unlimited options for creating characters. The links below will tell you more.
