Thanks Data Juggler for the info, but the one specif thing I am trying to avoid is using TTS that requires an account service or a persistent internet connection while using the software.
I have been looking at Pinokio the last few days because it offers a few AI TTS Apps that run on a local computer, but yet again a few commenters on the web have thrown up red flags about the Pinokio platform installing items that set of their Anti-malware software on their machines. Anybody know if there is validity to that? I am also trying to understand what exactly Web UI is that has a TTS platform called OOGABOOGA. Just proceeding with caution, in hopes someone in the know has some info. I have use Balaboka with some old abandonware voices and saved as and MP3 to upload into Acculips in Iclone. Acculips is amazing, the the free voices really suck. So hopefully there is some kind of decent solution that can be done on a local computer.

I have an opensource Text to Speech app that uses Microsoft Azure Speech Service. It is a free install, you can download it here. Simon - There is an install if you click on Releases on the right hand side. https://github.com/DataJuggler/Simon
Simon requires you create a Free Microsoft Azure account, and an Azure Speech Resource, also free. You get 500,000 characters per month, which is about 10 - 15 hours of audio.
Here is a video of how to set it up. Some of the voices are really good.

I appreciate the feedback thus far, and just want to mention that I don't really have a high bar set for TTS expectations. I don't do professional work so I don't really need something perfect, although I would like to create some short movies where the characters don't sound robotic, and at least a touch of emotion. So using Pinokio might be suitable for me as a hobbyist. The link below goes to a YouTube video that explains how to use WebUI to install the AI text generation locally which uses the Coqui TTS library, but it seems to be more related to using the voice as a chat character so I don't know if it would be useful for downloading generated TTS audio. https://www.youtube.com/watch?v=lZkQUOpLg6g

I'd hoped that by now, we would have a few more voice options available to us.
English with an accent. I don't mean finding a German that speaks English and recording ("cloning") him. I mean modifying (audio or text) to use one of the many accents in the world.
It has also occurred to me that dubbing (as the term was originally used) could be done in real time, i.e., a Japanese movie could be converted to English, or any other language, on demand.
I can only guess as to why this has not been done. I'll resist the urge to speculate.

While, I understand your hesitancy of using a web-based app, all AI-based TTS solutions I know of are online only. I have used TextAloud in the past, but the quality of their voices has not kept up with what is now possible. In addition, most of these TTS voices have severe restrictions of using them legally in any final product such as a movie. As of late, I have been using the paid version of Eleven Labs, which has quite a number of good-sounding voices, which can also do foreign languages. The lowest tier paid subscription includes the possibility of cloning up to ten voices. EDIT: Sophus was slightly quicker...

Yes, Pinokio offers local one-click installs of many different AI tools, be it TTS, Voice Cloning, image/video/3d model generation etc. A lot of tools are proof of concept and don't create very useable results, but it's interesting to try them out. But it's usually the best you can as long as you don't want to use a paid online service.
Simply select the folder where you want everything to install, then select the type of install-script you want to run. Since the scripts have written everything out for you, you don't need to deal with command lines or managing different Python environments. Make sure you have a lot of storage space. The Python dependencies and AI models can take up many gigabytes for each install. I believe, one image animation tool I tried took up over 120 GB.

Hi all, I am trying to find good Local Computer TTS resources that can be imported into Accu Lip. I would love to use AI voice cloning, but I do not want a resource that I have to register and log into a Web App while I'm using it. I am looking for TTS that is natural sounding and expressive, but that does not require a persistent Internet connection to use. I was told that Coqui TTS could be run on a local machine and can do cloning with many expressive voice controls, but it is something of a complex process to install and use. I also heard about a platform called OOGABOOGA that can use an install interface called Pinocchio ( from what I can gather) Anyway, I am just trying to get some information from Iclone users about whether thy have tried either of these packages or any other Local Machine TTS Solutions. I have used TextAloud from NextUp in the past and I liked the Ivona voices I purchased, but I call only get it to work on an old Windows 8.1 computer even if I insatll the updated version, however I am quite sure the newr AI types are much better, if available in a local host platform. Any insight or general information abou Iclone TTS solutions would be greatly appreciated. .
