How do I solve the Character Creator hair rendering problem in Unreal Engine 5?
The hair is rendered in low quality when it is an animation, if I render a frame, it renders fine

When rendering a video the whole engine will be activated (physics / simulation) , so I guess your hair has simulations.
You can do a simple test , use alt+S to activate simulation and have a look if your hair is changing. Deactivate physics of the hair , if you don't need it.
Or pimp your simulation settings (hair physics)
