The created mp4/4k video file shows interlace in the properties, not full frame options.

CTA5 only has a general video quality slider for mp4 video renders. If you want more control over the output quality, then you can choose AVI as the video renderer and select Full Frames (Uncompressed). You will then be able to use a dedicated video editor to convert the video to mp4 and use the compression settings you require.

Alternatively you can render to Sequence Image PNG which is a lossless format, and then compile all the images to video afterwards. Most video editors support image sequence.
