I saw that some people achieved this in the marketplace. A character that doesn't look very humanoid and is cc3 plus character. https://marketplace.reallusion.com/toon-roosters. I was thinking about how to achieve this and wondering if this was achieved with zwrap. Is there someone how can figure out. It looks like the characters were already done in older versions of reallusion.

You would definitely need to make it yourself - take a CC3 character and use ZBrush (or some such) and make sure while you are editing you do NOT add or subtract verts (or change their order, but that's a more unusual thing to do).  To play it safe, ONLY use tools that just move verts around (push or pull).

If you have the new Headshot Plus you can get a (excuse the pun) headstart - it should take your Mickey Head and correct deform the verts of a CC3+ character to look like that.  The body, however, can't be done this way (ironically we CAN rig such a weird body using Accurig, but it won't be a CC3+ character then.  What we really need is for RL to combine the two processes so we end up with a character that can use all the facial and body animation tools of a CC3+ character.  They appear to be VERY close to this but I'm not sure why it isn't possible already).

Also note that you can get part of the way there using Transformer in CC - assuming you have a Daz character that has a body/head like what you are looking for (and assuming that it, as well, is based on a Daz figure type like Genesis 8 or lower) Transformer attempts to bring the verts into alignment properly.  You can get some VERY dramatic characters this way - this, for example, is a full CC3+ character (so all the tools work with it) that I created from the Daz character in exactly this way:
