I'm having issues with my hairs. The first problem (is hard to see on the video), is that the hair itself keeps moving/jiggering entirely to the sides and sometimes rotate a little (the entire hair object). The Scalp mesh is too close to the skin and it's causing Z-sorting issues.
Check the physX weightmap on the hair, if it's not completely black near the roots of the hair, it will cause be slight movement across the entire hair mesh.
You could use the Weight Mapper script to rebuild the PhysX coefficients, using a negative offset to push the weights down and/or increase the power of the curve to push the movement further down the hair.
