-iClone8 will convert FBX files to rlMotion, which is what I want to do
-Cartoon Animator 5 will allow me to import rlMotion files as 3D animations, which is the end goal, im just trying to use mocap files I generate for a project and it seems like this is my stumbling block
-I specifically wanted to use a different program to create custom FBX animations, the intent it to use those for a project in Cartoon Animator 5
-I do not need iClone8 for any other reason and cannot rationalize spending the money on the purchase
-I read that Character Creator 4 will allow users to import a FBX animation to apply it to models in that program, and that it converts them... im not entirely sure but I would assume its the same rlMotion format, which is what im trying to ask for confirmation of here.
Im also open to literally any other possible avenue I could look at to convert FBX, GLB, or BVH files into rlMotion type files that im not considering here.
Guide im basing this info off:

you can apply any rlMotion from iClone Motion Library "
