The solution I found: I had to convert the original CC1 character models to CC3+, using Character Creator 3. Then I just opened the characters in Character Creator 4.

I have a CC model with working eye constraints, while using the "Look At" feature in iClone8 (Eyes follow targets and eyes follow the camera). But, I have the same model, which was somehow modified within CC (Darker Skin Textures in CC. I don't know how it happened, but it also happened to 40+ other CC3+ Character models, which cannot be reverted)(Possible issues from converting CC1 to CC3+, but I have other CC3+ converts that don't have this issue).

They're still CC3+ Character models, but their eyes no longer move using the "Look At" feature in iClone8. The head and body tilt while using "Look At", but the eyes don't move.

The eyes move just fine using "Face Puppet", "Face Key" and importing motion plus animations, just not using "Look At" while in iClone8.

Is there a method to applying "Look At" eye constraints to non-Character Creator models? Maybe I can simply apply that.
