Stuttering when dragging image/prop

When I want to move an image or prop in CA5 I try to drag it into position but I cannot get it to move smoothly. I tried to do the same on my old CA4, which was always fine but I have the same problem.
My initial thoughts are that my ACER PC, bought in 2015, is not able to cope with the work load. Specs are i5-4460, CPU 3.25GHz, 5GB Ram, Intel HD Graphics 4600.  But it could also be something inadvertently picked up that is affecting my PC.
I have virus software and nothing shows. Before I go charging off to buy a new PC, could someone be kind enough to confirm whether my PC specs are suitable for CA5 program.

I found some advice about operating specs on these forums, but from 7 years ago. On the Reallusion webpage that provides minimum spec information there is reference to i5 (which I have) and GeForce GTX 650 (which is over 10 years old). So far neither of these sources have been too helpful.

The latest PCs are intel i7 13th gen cpu and i9 13th gen cpu. My current PC has integrated graphics and this I believe is the reason my PC is not performing smoothly. I want to use a setup that is flexible and can be adapted to changes in software requirements. My thoughts are to go for an intel i9 latest generation with a NVIDA 4080 (or some such dedicated video card) but would this be an unnecessary step and would an Intel i7 13gth gen cpu be sufficient to run Reallusion? A little help would be appreciated. Please excuse any errors when I refer to the technical bits in my message.   :)
