I’m little confuse with motion, Edit Motion Layer. When I try to turn the head on character, when play back it will turn  but jerks really fast , I want it turn slow but keeps jerking. I’m really confused. How do I get it the motion to go smooth?

Make sure Auto Extend is enabled. This will turn individual keyframes in to a clip:
