Animated textures are textures applied to objects in video format rather than image format. But to use video textures, you must appreciate that all flat texture files, whether image or video, are applied using the object's UV mapping. So the first thing to do is to launch the object's UV map into your editor so you can see what the mapping looks like. Your video will need to be cropped, stretched, and rotated to fit the different faces of the object, and then the resulting video file is loaded into the Diffuse/Base Color channel.

As Data Juggler showed you can pan and tile each texture channel independently with keyframe. Substance texture are keyframable too :
I don't recommend using videos as a texture because it can cause crashes. If you are brave it is better to use sprite sheet atlas and animate it with the offset.
