OK, this is weird. I'm trying to move the character around the scene using the Transform section under the Attribute panel, but it keeps switching to the Accurig panel when I highlight the character! And then I can't get back to the Transform panel!  What am I doing wrong?

I'm not quite sure just what you are doing to cause this situation, and try as I may I can't reproduce it.

Are you using the Move Gizmo or just entering numbers in the Transform section, and what do you mean by "highlight the character"?

If you are in the AccuRIG panel then just click on the top section where AccuRIG  is displayed to exit it and return to the main panel.

Can you post some screen shots of what you are doing, or even better a screen capture video to show what you are doing?
