Seems there was this little box still needed to be selected so the exported mesh would be subdivided, but it works so thanks :)

Thanks guys!
I was going to ask next that can this be used with the blender add on so I could import the character back to CC4, but seems that remesh isn't applied when I export via the blender plugin from CC4 so it's one way only it seems.

Keep in mind though that the subdivided character is no longer a CC3+ character ( https://youtu.be/ChUkYGOzqdg?t=109).

The default polycount is too low and I need to up scale it so how I do this in cc4 ?
under modify and attribute tab there is smooth mesh option, but it does only realtime preview and when I open the character in blender no polycount is increased. I tested to put subdivision and tessellation ( don't know what that does) both to 2 and nothing no changes in exported mesh only real time preview. so where I can increase the polycount so I can smooth the character more ?
