I am not familiar with features that were introduced in versions before 7. But stumbled upon it looking for a sky product I bought that seems is no longer in the store. (Which the installer doesn't let me direct where to install, so had to find it in the iClone 7 folder to try to manually place for iC8 to recognize.) 

But anyway I end up finding it and messing around it. It seems like a promising feature. The only video I could locate by RL is one video showing the feature I guess when it was about to be released in iClone 6...

The BennyB video RL had him do for a cartoon sky doesn't even use it. 😐

Are there no plans to bring that feature to date. I mean IC8 is doing volumetric lights why not clouds...

Mainly how you can have an overcast of clouds..

It's in the props folder in your iClone8 Content Manager.

Is what it is. I know there are some tricks you can do with it. 
The cloud and star materials are Substance materials, and you replace them with your own if you like. You can find the separate layers by drilling down into the sub-props in the Scene Manager.
Squishing the entire thing on the Z axis by 50 percent can also have a nice effect. See here:
