is there a "lock position" in Iclone 8 like we have in Character Creator 4?

Lock Position is a feature of the Animation Player which iClone 8 does not have.

However, the purpose of Lock Position is to keep the character at the root, and this can also be accomplished using the Reset Pivot feature in iClone 8. So, if you apply an iClone 8 motion clip that moves the character away from the root, you can right click the motion clip on the timeline and choose "Reset Pivot". This will lock the character to the world root.
