You do need the pipeline version. If you have the budget for it before the current promotion ends (July 31st), I recommend getting the “Ultimate Digital Human Creation Bundle with Headshot V2”. But it really depends on your personal needs and what you’re comfortable spending.
Headshot:
Great, somewhat buggy, tool that can give you a jump start on creating custom faces, even if you don’t end up using the skin it generates. The facial morphs you get with this tool really make it worth the buy.
Skingen Premium:
Is great for really customizing the look of your characters skin. Whether you just need to add some wrinkles or scars to a human or create monster or alien skin, the tool is powerful if you take the time to learn it. One thing to keep in mind when using this tool is to think about how your character will appear in game. If they’re always clothed, you don’t really need to fine tune those washboard abs. Also, if you’re doing a top-down game and never have closeups of your character, you may not need a lot of details.
Realistic Human Skin and the Makeup & Human SFX packages:
These will really help you jump start the look of your characters without having to create a bunch of custom effects using the skingen tools you get with skingen premium or third-party software. Again, if you take the time to learn skingen, you can create nearly unlimited looks by manipulating these pre-made assets.
Ultimate Morphs:
This is a must buy as it really gives you a ton of great morphs for creating custom characters.
Human Anatomy Set:
Great pre-made characters to use in your games or as a starting point for your own custom characters. They are also great examples of how to use skingen. Load one of these characters, open the skin editor and see how it was used to construct these characters.
Beard and Brow builder:
Gives you pre-made facial hair that you can piece together to create a limited number of different hairstyles. CC3 doesn’t allow you to create custom hair, only tweak settings of hair created in third-party software.
Hair builder:
This is mostly female hair and allows you to create a number of different styles. RL has male hair in the works. If you’re interested in creating hair in blender, the current deal provides a free tool to help you do that.
One thing you’ll notice missing is clothing. The program does come with a number of clothing options, but it is limited and may not be what you’re looking for. Expect to have to make additional clothing purchases from the RL Content store, Marketplace, or third-party stores.
Keep in mind the polycount of the base mesh and that, while you can subdivide in CC3, you can’t export subdivided meshes. A lot of your “ultra-detail” will need to come from normal maps from existing and purchased content or maps you bake yourself in third-party software, or from layering material details in skingen. If you end up needing more detail you’ll probably need to subdivide and re-rig in third-party software. I’ve been pretty happy with the detail of the characters I’ve created. Unless your target audience is high-end pc users with 4K+ monitors and you want lots of closeups of highly detailed characters…You’re probably fine using CC3. I’ve only started playing with HDRP, so maybe others here can give better info on developing for high-end PCs.
