I have tried connecting LIVE FACE to my windows 10 laptop and nothing is working.  Using an iPhone 12 Pro Max, iClone 7.91.5223.1, Motion LIVE and LIVE Face on the iPhone,  Nothing I have tried gets LIVE Face to appear in the gear list.  I have tried via wifi and a usb cable, neither works. What am I doing wrong? 

Assuming you've also tried turning off your wi-fi (in USB mode go to airplane mode) AND putting in the :999 at the end of the IP address with still no luck my best advice is to use ethernet (which ALWAYS works).
