I'm looking for a cheaper and non-subscription option for graphic development of characters. I don't want to pay Adobe any more per month for Photoshop, I already have AE on the hook with them, but I see Photoshop Elements is non-subscription and non-cloud based. Does Cartoon Animator 4 Pipeline work the same with Photoshop Elements?

There's no reason why it shouldn't, it works with most software that can import or export Photoshop compatible PSD files, I personally now use Affinity Photo or Designer which are both really good and very similar to Photoshop. Affinity software is currently 50% off making it even cheaper than Photoshop Elements. You can also use Photopea free from within Cartoon Animator from Preferences->Image. Hope this was useful.
Update: All Affinity Products now have a 90 day free trial, so nothing to lose in trying them to see if they meet your needs.

I don't have CTA but I use Photoshop Elements to edit iClone materials, etc.
