How to change the color when the Diffuse Color does not change

Hello:
I tried change the diffuse color in the material settings but it does not change to the color I selected or not at all.  How can I change the color of a material if the diffuse color does not change?  See the attached video of the problem.

You seem to be trying to change the color of something that has a black Diffuse (Base) texture. 

Open the Texture Settings, then you will see that the texture for the item is black. This is where you would need to change the color. 

There is an icon that looks like a bunch of sliders. Click that and you can make adjustments. Alternatively, you can open the texture in a graphics editor and make changes there.

The Diffuse setting under Shading Settings is for cases where there is no material texture or to make quick adjustments to a light-colored texture. But the better way is to adjust the Diffuse/Base texture under Material Settings.

Thank you for your help.  I was trying to change the diffuse color under material setting but its not working.  But I do not understand from your response what further changes I can make in the modify section.  Can you please provide me with some more details for me to try.  Moreover, what graphic editor would open the Cloth_01.cccloth file.  Could you send a photo of the icon you were referring to.

There is more to textures and materials than fits in a forum post, but here is a brief explanation related to your situation.

To illustrate, I have dressed my CC avatar with a black pullover:

The color of the clothing is determined by the black Base texture. Because the Base texture is so dark, the Diffuse color under Material Settings has little or no effect. If the Base color were white, changing the Diffuse color would have a visible effect. 

You can adjust the Base color from within CC. Click the icon indicated in the screen capture to open the Adjust Color window:

This allows for only basic adjustments, but it is sufficient to give the black pullover some color, as shown below:

Another option is to open the texture in a graphics editor, by clicking the Launch button (marked in the first screen capture). 

The graphics editor is set in the Preference settings by the user. If nothing has been specified yet, CC will ask for the location of the graphics editor executable:
