Is there a way to make a point light loop like an animated Prop or Particle???   To be used for a blinking light?  I need it to blink for a rather long time and hope not to have to copy/paste it throughout my timeline.  Any suggestions, examples or tutorial links would be appreciated.

There are a set of light tools in the props section (search for light).  They include lamps, flashlights and such and they have a menu selection to set them blinking.  I'm not aware of anything similar for point lights though I bet it would be easy for someone to python the solution.  That said, the copy paste method shouldn't take longer than a minute and allows more more flexibility and control.

I've had to do this with keyframes and you can speed this up by copying the series of keyframes you already have and appending them to that current series.

I don't think you can use Collect Clip in this case. If you could, you could then create a clip of the blinking, which would be easy to loop. It would also allow to adjust the speed.
