Is the a way to render out a video with a transparent background in iClone 7?

If you render your animation as a .png image sequence, anything in the 'background' color (that you see when you open a new project) will render as transparent.  You will need some sort of video editor to convert it back to a video format like .mov, .mp4, .avi, etc.
