When I create a new character using Headshot from a photo the eye lashes don't appear at all. Also if I try to use stock hair from within CC it comes out all funny and scarce.

I also used a default character from CC to test the issue and also no eyelashes and using stock hair also comes out scarce and really bad.

What could be the issue?

Check the shader setting in CC, which should be High. Also, outdated graphics card drivers can cause issues.
