You can create g2 characters just fine in CA4. 

1. obtain a flash template and modify it
2. use puppet producer in flash to create your own from scratch.
3. obtain the white paper and accompanying excel spreadsheet with the names of all the body parts if you want to do it all from scratch without puppet producer.
4. Export the individual vector objects in swf forma. and just replace the sprites of an existing character.
5. Using the sprite replacement feature you can actually make vector based g3 character (just not the head due to bugs) But you can also mod any existing g2 character by simply replacing the individual sprites. 

Caveats, 
1. RL no longer publishes their G2 whitepaper.So you have to find the info online if you want to do it without the help of plugins.You will still need a program that can export as vector based swf files.
2. There is a huge bug in CA4 that kills your vector shapes if you try to configure them for Render Style. So any vector development you do with CA4, you will have to do without the render style feature.

Early versions of Cartoon Animator were called Crazytalk Animator and used vector characters. The G2 vector characters are still supported In CA4 but require you to use a drawing program that exports files in the SWF format, like Adobe Animator. You can also create them as individual sprites and import them one by one into a G2 Dummy Template. Either way its a considerable amount of work. You might want to do an online search for Crazytalk Animator 2 and/or G2 characters - there are dozens of tutorials available on YouTube and the Cartoon Animator 4 manual also covers how to create G2 vector characters. There are also helper programs like ToonTitan's Puppet Producer. I just gave you plenty of keywords - Google is your friend.

The newer characters are called G3 and G3 360 and they are raster, not vector. Easier to create and, in many animations, G3 is all you need.

So you can't import vector characters yourself even though there are built-in vector characters? bummer if that's the case

It will only work when the image is rasterized.

Do you mean to say that the character gets rasterized after you import it into Cartoon Animator 4? I actually use Affinity Designer and I can export PSD files from there.

You will need to save the character in raster formats for use in Cartoon Animator 4. If you have CTA4 Pipeline then you can use our PSD templates for Adobe Illustrator.
