Is there a tire smoke animation that can be added to the rear wheel well of car props? Can the smoke be scaled up or down? Is there an easy way make this animation using Corel Draw

No, Someone has not created one and placed it out there for public consumption. Yes, if there was one, it would be a prop. As such you would be able to scale it. No, Corel Draw is not an animation program. But you could draw the smoke as a single frame drawing. Animate that in CTA using basic scaling and alpha and provably save it as a smart prop.

Have you tried using the free smoke that comes with the program?
It's under SFX, and I think it's called "15. Angry", and it's perfect for skidding tyres... but I think "06 Depressed" SFX would also be great for skidding tyres if you turned it on its side.
Otherwise, the "smoke" from the Fire and smoke Props pack is also great for animated speed lines, for when the car takes off... just turn it sideways, instead of vertical.
