I'm a total newbie so take it easy on me ;) Does Character Creator 2 have the ability to fix weight maps? and where can it be found.
Or does it have to be done in other apps like Maya Max Blender....

I assume you mean weight mapping of clothes.

There is actually 2 kinds of weight mapping related to clothes in CC and iclone.
So I will try and describe both for you according to my way of seeing it.

WEIGHT PAINTING
I call it weight painting because that is what it is called in Blender
This controls which characters bones control the movement of vertices in animation of the character.
CC does not provide a way of editing that, you need to export the contents as FBX files and load them into a modelling tool such as Blender to edit it.
Just to be clear, Here is What I mean. See the 6th Post called 'Weight painting the clothes'

WEIGHT MAPPING
I call it that because this is what it is called in iClone/CC
This is just a grey scale image that you create using a 2D image editor. 
It enables the vertices of the clothing to flow freely around the bones they are weight painted to where it is weight mapped white and follow the bones with no flow where it is weight mapped black. 
I use Paint.Net or Kritter 
Here is what I mean in the 5th post called 'TESTING THE CLOTH FLOW IN ICLONE'
it is in the middle of that post and is called 'create the cloth flow weight map'
