Professional quality 24 fps can still be rendered out as an image sequence, PNG files giving the best results, or as uncompressed AVI.
MP4 can only be rendered out at 30 fps, which is just about good enough for YouTube and co. I haven't tried the Toon Shader, but never saw any mention that it had been changed in any way - but as I don't use it I can't give a positive answer.
