 The easiest way is to just create a glow texture that has only the arms glowing, and then turn up GI for this. I did it in a few minutes (the downside is you get some blurring if you turn up the glow too much, but you can balance this with the GI amount and get the right look).

The material is placed.... ~ 100% to the hand ~ Partially going up the forearm (with Gradual Opacity applied). Assign the material to "Those Polygons - Faces" with an opacity map that gradually fades out...and you will get that effect. "Image Editor" You can do it. :)

In an image editor, create a texture map that is all black except for the area of the arms. I used a nice orange. I started by exporting a UV map from iClone. The hands are at the top of the orange, the shoulders at the bottom where it is fading to black. Then load it in your glow channel as KT said. You may need to adjust the GI of the body material up pretty high to have it light up the surroundings.
