Hi help needed please.

I am using CTA3 Pipeline + Flash CS6 I have watched a fewdemos on YouTube regarding moveable plus with motion however I cannot geteither to operate.

Your layers looks like you name them correctly, but did you make the symbols? and name the symbols?
I also see your screenshot are on the main scene layer.  Are you planning on using multiple eye sprites or just one?
Finally I notice that you have multiple frame you are using which is only done if you are created a animated eye expression like a tear coming down the eye.

I have received your files this morning but I won't be able to go over everything with you until this afternoon when I get home from work.
I did glance over everything, and I can tell you that your issue is due to your graphics not being saved and label as symbols.
It's my understanding that you will like to make a closed eye lid as well, which was not included in the files, but not difficult to make.

I would like to direct you to a few videos I did on making custom eyes for CTA2 to help you get a good understanding of the flow process, but I will do a video for you this evening showing you how to resolve your own issue.
