what to use in making a hair props/sprite for the character?

Older versions of flash will work.  DrawPlus will work - but the newest version is not supported very well for SWF export - which is very disappointing.

If you are doing static, non-animated props, then even CorelDraw will work.  You can use transparent PNGs or you can use SWFs... etc.
